(NewsNation) — NewsNation political contributor Mick Mulvaney believes much will play out before President Trump’s “big, beautiful bill” can be passed into legislation.

The former Office of Management and Budget director and Trump chief of staff joined “NewsNation Now” to discuss the possible timing of the bill making its way through several House committees.

House lawmakers debated the spending cuts bill Tuesday, with several hurdles needing to be cleared, including opposition from some Democrats.

Mulvaney told “NewsNation Now” that the bill won’t “sail through,” with “horse trading [and] a lot of negotiations” expected.

“There’s no hard timeline here,” Mulvaney said. “They said they were going to get to it by Memorial Day. I don’t think anybody really expects that.

“The history of Congress is that the really tough votes take place two times a year: late July, right before the August recess, and right before the Christmas recess.”

Mulvaney expects negotiations over the bill to at least reach December, conceding the GOP does not currently have the votes to pass it.
